摘要：

发展农区草牧业可促进牧草与粮食作物或经济作物在时间、空间上的耦合，提高农业资源的利用效率。目前我国农区草业的资源优势尚未得到有效发挥，其发展仍然受传统农业生产模式思想的束缚，政策上对其发展的扶持力度也较小。本文分析了农区草业发展的现状与潜力，并提出了相关的政策建议。

POLICIES AND REGULATIONS FOR PROMOTING MANURE MANAGEMENT FOR SUSTAINABLE LIVESTOCK PRODUCTION IN CHINA: A REVIEW

摘要： Livestock numbers in China have more than tripled between 1980 and 2017. The increase in the number of intensive livestock production systems has created the challenges of decoupled crop and livestock systems, low utilization of manures in croplands, and subsequent environmental pollution. Correspondingly, the government has enacted a series of policies and regulations to increase the sustainability of livestock production. This paper reviews the objectives of these policies and regulations and their impacts on manure management. Since 2017 there have been two policy guides to speed up the appropriate use of manures, three action plans for increasing manure recycling, and one technical guide to calculate nutrient balances. Requirements of manure pollution control and recycling for improved environmental performance of livestock production systems were included in three revised environmental laws. Most recent survey data indicate that the utilization of livestock manures was 70% in 2017, including that used as fertilizer and/or for production of energy. The targets for manure utilization are 75% in 2020 and 90% in 2035. To achieve these targets and promote ‘green livestock production’, additional changes are needed including the use of third-party enterprises that facilitate manure exchange between farms and a more integrated manure nutrient management approach.

新阶段巩固拓展脱贫攻坚成果面临的挑战与政策建议

摘要：

巩固拓展脱贫攻坚成果，防止规模性返贫，是“十四五”时期必须守住的底线任务，为此要强化返贫风险治理，实施“分类施策、精准帮扶”策略，促进建立巩固脱贫攻坚成果的长效机制。本文分析了新发展阶段巩固拓展脱贫攻坚成果面临的挑战，主要有脱贫人口返贫风险成因复杂、扶贫产业可持续发展能力不强、乡村卫生健康事业发展仍然滞后、脱贫地区农村饮用水安全保障不足、乡村治理不能适应新形势要求等，总结了巩固拓展扶贫攻坚成果的基本思路，从注重增加制度供给、破解资源环境约束、激发脱贫人口内生动力等3 个方面提出了巩固拓展脱贫攻坚成果的关键任务，并针对性地提出了政策建议。本文从构建农村低收入人口识别机制、实施扶贫产业提质增效工程、提升乡村治理能力、实施乡村名医堂工程、加强农村饮水质量安全保障等5 个方面提出了巩固拓展脱贫攻坚成果的政策建议。

天山北坡经济带工业绿色发展政策建议研究

摘要：

天山北坡经济带是中国“一带一路”战略中最大的综合经济带，其绿色发展模式将为“一带一路”沿线国家实现区域绿色发展提供借鉴。本文采用绩效评估方法，从区域和产业两个维度对天山北坡经济带各经济区环境绩效进行评估，并根据评估结果将天山北坡经济带六个经济区划分为三翼：北翼（奎屯—克拉玛依—乌苏经济区）环境绩效最佳，南翼（伊宁—霍城—察布查尔经济区、乌鲁木齐—昌吉经济区、吐鲁番—哈密经济区）环境绩效其次，中翼（石河子—玛纳斯—沙湾经济区、博乐—精河—阿拉山口经济区）环境绩效较差。最后，基于环境绩效评估结果和区域产业发展定位，对三翼工业绿色发展提出战略建议。

摘要：

草地是我国面积最大的陆地生态系统，在保障国家生态安全、食物安全和弘扬中华草原文明中具有突出的战略地位。本文分析了我国草地资源、草地生态功能、生产力的现状和变动趋势及其主要的影响因素，阐述了目前和未来我国草地生态保障、草地生产力和草牧业发展面临的机遇、挑战和潜力。在以上内容分析的基础上，提出了我国保障草地生态安全和发展草牧业的战略目标、战略重点、关键措施和主要政策建议。

Diagnosis and recommendations for transjurisdictional water pollution management in China

摘要： Large-scale water environmental deterioration is one of the most prominent environmental issues in current China. Transjurisdictional water pollution is an important reason for water environmental deterioration of river basins, and currently there are some major defects that exist in China s management system related to transjurisdictional water pollution. With seven major river basins in China as an object of study, this paper is designed to perform a diagnosis of major problems about the transjurisdictional water pollution management in China from three aspects, i.e. institution, mechanism, and legislation. On the basis of this, it gives an overall train of thoughts on the reform of transjurisdictional water pollution management in China, and proposes specific recommendations from the aforesaid three aspects.

Current recommendations of managing HBV infection in preconception or pregnancy

摘要：

Hepatitis B remains a leading cause of cirrhosis, hepatocellular carcinoma and liver transplantation worldwide. Management of chronic hepatitis B during pregnancy is challenging. Transmission of hepatitis B to infants still occurs perinatally although immunoprophylaxis is widely available for infants born to mothers with chronic hepatitis B infection. The emerging data suggest that initiation of antiviral therapy in the beginning of the third trimester in highly viremic mothers can prevent immunoprophylaxis failure in their infants. The available drug safety data show that lamivudine, telbivudine and tenofovir are generally safe to be used during the pregnancy. In order to minimize the fetal exposure to the antiviral medication, antiviral therapy during the pregnancy should be limited to a selected group of patients with cirrhosis, high hepatitis B viral load, or prior history immunoprophylaxis failure. An elective Caesarean section may reduce the risk of perinatal transmission. For those females planning for pregnancy or in early stage of pregnancy, communication and follow-up among obstetrician, gastroenterologist, and primary care physician are important. In this article, we will review the features of hepatitis B infection before, during and after the pregnancy; the risk factors that increase mother-to-child transmission; safety data on antiviral drug use during pregnancy; and the potential role of Caesarean section in selected cases.

of climate change considerations into environmental impact assessment — implementation, problems and recommendations

摘要： Climate change plays an important role in affecting and altering the course of human development. So far, there have been no effective and efficient techniques to directly quantify the influences of climate change on human development, but there have been rough estimation and qualitative description of the effects. Since the 1990s, climate change considerations have been required to be included in environmental impact assessment, which is a flexible institutional framework of environmental risk evaluation and management. However, there have been no concrete achievements demonstrated. The purpose of this study was first to summarise the practical experience and to disclose the existing problems during the implementation of the process of integrating climate change considerations into environmental impact assessment in China through a case study. Currently in China, the practice of integrating climate change considerations into environmental impact assessment is mainly concentrated on the strategic environmental assessment level. The influences of climate change were identified as energy consumption, greenhouse gases emission, and the restraint of development under abnormal or extreme weather or climate conditions. Because of a lack of related technical guidelines and practical experience, the climate change considerations that have been selected and the evaluation methods that have been applied are quite different. Recommendations on policies, laws, and institutional regulations institution are proposed to better utilise environmental impact assessment to integrate climate change considerations into economic, social, and environmental decisions and actions.

Application of Grading of Recommendations Assessment, Development, and Evaluation (GRADE) to the guideline

摘要：

Grading of Recommendations Assessment, Development, and Evaluation (GRADE) offers a worldwide approach to guideline development for clinical practice. For the clinical practice of acupuncture therapy, 18 evidence-based guidelines have been developed in China using GRADE. In this study, we review the advantages and limitations of the GRADE approach in the guideline development for acupuncture and moxibustion and propose some solutions to these limitations. Scientific advantages of rating the quality of evidence, outcome-centric direction, overall progression to develop recommendations, and strength of recommendations providing specific clinical guidance are the advantages of GRADE. The limitations of GRADE in the development of guidelines for acupuncture and moxibustion include rating the quality of evidence for ancient literature and literature on famous traditional Chinese medicine experts’ experiences and specific guidelines for formulating recommendations from evidence. In the guideline development for clinical practice with acupuncture and moxibustion, we suggest that a specific method should be explored based on the GRADE approach and the characteristics of acupuncture therapy.

Analysis of the current situation of environmental policy of China and establishment of distributed environmentalpolicy framework

摘要： In this study, China’s current macro-environmental policies as well as their implementation and management tools are analyzed. By using the basic economic methodology, detailed studies are conducted focusing on the implementation effect of contemporary China’s typical environmental policy of the total pollutant discharge quantity control type, and also the two types of environmental management tools are compared from the perspective of implementation costs and policy uncertainty. By introduction of distributed management tools into the implementation of environmental policies, market-oriented means and the methods of economic analysis are introduced into environmental policy decision-making mechanisms, which could afford a new method for changing the current relatively low efficiency of environmental policy, solving the problem of “government failure” in environmental policy implementation, and providing a new way to make environmental policy system more flexible and more efficient. It is of great practical significance to solve China's current structural, complex and accumulative environmental problems.

“十三五”生态文明建设的目标与重点任务

摘要：

十三五”时期是我国加快推进生态文明建设、全面建成小康社会的关键时期。基于对生态文明建设面临的八大重要挑战的总体判断，提出了“十三五”时期生态文明建设目标和指标建议，提出了生态文明建设的九大重点任务，包括实施绿色拉动战略驱动产业转型升级、提高资源能源效率建设节约型社会、以重大工程带动生态系统量质双升、着力解决危害公众健康的突出环境问题、划定并严守生态保护红线体系、推进新型城镇化战略统筹城乡发展、开展国家生态资产家底清查核算与监控评估平台建设、全面开展全民生态文明新文化活动、实施生态文明工程科技支撑重大专项；最后提出了五项保障的条件与政策建议。

China’s policy framework for carbon capture, utilization and storage: Review, analysis, and outlook

摘要： Carbon capture, utilization, and storage (CCUS) is estimated to contribute substantial CO₂ emission reduction to carbon neutrality in China. There is yet a large gap between such enormous demand and the current capacity, and thus a sound enabling environment with sufficient policy support is imperative for CCUS development. This study reviewed 59 CCUS-related policy documents issued by the Chinese government as of July 2022, and found that a supporting policy framework for CCUS is taking embryonic form in China. More than ten departments of the central government have involved CCUS in their policies, of which the State Council, the National Development and Reform Commission (NDRC), the Ministry of Science and Technology (MOST), and the Ministry of Ecological Environment (MEE) have given the greatest attention with different focuses. Specific policy terms are further analyzed following the method of content analysis and categorized into supply-, environment- and demand-type policies. The results indicate that supply-type policies are unbalanced in policy objectives, as policy terms on technology research and demonstration greatly outnumber those on other objectives, and the attention to weak links and industrial sectors is far from sufficient. Environment-type policies, especially legislations, standards, and incentives, are inadequate in pertinence and operability. Demand-type policies are absent in the current policy system but is essential to drive the demand for the CCUS technology in domestic and foreign markets. To meet the reduction demand of China’s carbon neutral goal, policies need to be tailored according to needs of each specific technology and implemented in an orderly manner with well-balanced use on multiple objectives.

Hierarchical methodological framework to improve Policy Environmental Assessment: Based on policy layer

摘要： This study explores the current implementation challenges of the Policy Environmental Assessment (PEA), including the implementation of a far richer, more diverse (at macro level), and better understanding of PEA and integration with decision making. The results contribute to the analysis of PEA through different hierarchies of assessment. Stemming from the theory and practice of policy, a concept of PEA hierarchies is proposed including the uppermost PEA, upper-lower PEA, and lowermost PEA. Afterward, the differences of the three hierarchies are interpreted, in terms of aims, principles, processes, and methods. The evaluation of the policy environmental impacts from different lens helps solve the complexities of policies and identify opportunities for improvement of PEA.
